If I rake up ground cover to lay wildflower seeds, will the ground cover grow back?

The ground cover consists of clovers, vines, some purple looking flowers, baby’s breath. I do want it to grow back to fill in with the flowers. But I do have to rake it up to lay the seeds right? Or can I just lay the seeds over the ground cover and shake the cover so the seeds fall under? Will that work or do I need to still rake up the cover?

Plastic bags trap the poop in landfills so neither the poo nor the bag ever biodegrades. Even “biodegradable” bags never biodegrade in landfills due to anerobic conditions. Not to mention bags are no where cheaper - every time your dog poops you have to use a bag and toss it; pooper scoopers last forever.
Anyways, I was looking for a comparison of the two styles.
